create permissions always belong to the (parent) container object and not to the object‘s permissions. You need to have the permission to create a certain object type in a container like a course or a category. Once you created such an object you have several permissions due to your owner status while others need to have the related object permissions to read, write, link or delete the specific object.
In the first moment the role-based access control of ILIAS seems to be a bit complicated. But it is very logical and powerful. Have a try ?
