actually, Didactic Templates can only control permission-related aspects.
Originally, the concept was supposed to cover more than that, however, this has never been implemented.
Anyway, there is another option I'd like to point your attention to:
You can either save test settings as "Personal Default Settings" (a view of this title is part aof the §"Settings" tab) or offer global "Settings Templates" (a tab of this title is part of "Administration > Test and Assessment).
