Please have a look at the official installation instruction at https://docu.ilias.de/goto_docu_pg_122176_367.html for ILIAS 6 or at https://docu.ilias.de/goto_docu_pg_116903_367.html for ILIAS 5.4. These documents are constantly updated by our developers. Probably, the instruction you mentioned is a bit outdated and misses information.
