sorry for giving this answer so late. It has been answered offline and I missed to give the result here.
1)
The booking question basically behaves like the standard questions in ILIAS. At first it allows partial points but you can set the evaluation system in the test under "Settings > Evaluation" to "Only correct and complete answers score points".
2)
The thousands delimiters can now be configured (since version 1.8.5 and 1,8,6).
