Administration - Installation - Core: Re(3): Database Connection: database cant be reached

Well, i was pretty much sure i created a user. I ran the command again, but now it gives me
" ERROR 1396 (HY000): Operation CREATE USER failed for 'ilias'@'localhost' "

So i dropped the user ilias@localhost and ran the create command again which worked.
I tried 'Grant LOCK TABLES' again, but it gave me the same error:

'mysql> GRANT LOCK TABLES on *.* TO 'ilias@localhost';
ERROR 1410 (42000): You are not allowed to create a user with GRANT'

How can i solve this?
I think this is the problem why ilias cant reach the database
