Administration - Installation - Core: Who is online? tool appears only for root

Hi,

I have ILIAS 5.4.14 @ Ubuntu 18.04 and I am not able to set up the who is online?-tool so that its accessible/readable for users right on top. Only the root user can see the icon. Any ideas? Is this a bug?
