Yes, definitely. You might add a bug report, describing the issue. Then directly link the PR containing your query to add in the index in the DB update (or hotfix if you provide for an already published version). It looks like this could definitely help other institutions. I do not see harm in the index, so I do not see any reason not to take it.
Unforunately I can not reproduce this on our installation, due to our really smallish tax_tree. However, the query and the provided query plan, hint towards a really big improvement on larg tex_tree's.
