The PDO_OCI extensions  feature sets are unchanged. The equivalent standalone OCI8 package compatible with PHP 7 was released as version 2.1 by PECL on 2015-12-12: https://pecl.php.net/package/oci8

I heard moodle supports oracle postgre and MS SQlserver using php7 since the last two major Versions. i am interested to know how they did it
